EDRP: Minority Owned Small Business Playbook

The need for this guidebook has been highlighted by the pandemic’s disproportionate impact on small businesses owned by minority populations. Research has found that 41 percent of Black-owned  businesses—some 440,000 enterprises—have been shuttered by COVID-19, compared to just 17 percent of white-owned businesses. Asian, Latinx, and women-owned businesses similarly suffered higher losses or closed for good.  

The research will include best practice examples on ways that economic developers can assist minority firms with access to capital, mentorship, technical assistance, and succession planning.  It will discuss federal, state, and local programs that support minority firms, as well as minority procurement and incentive programs undertaken by local governments.
